“Come to me”
The invitation is to a person, Jesus himself, not to a program or a set of rules. Rest is found by coming to him.

Matthew 11:28 means that Jesus invites everyone who is weary and weighed down, whether by life's hardships or the burden of trying to earn God's approval, to come to him and receive rest. It is one of Scripture's most tender invitations: the rest he offers is found in him, not in our own striving.

It is for the exhausted and weighed-down, those worn out by life, and especially those tired from trying to earn acceptance through religious effort.
Rest is a gift Jesus gives, not something we achieve. It is soul-rest: peace with God and relief from striving.
Jesus says this in Matthew 11 after speaking about the religious leaders who loaded people with heavy demands. The “burden” in view includes the crushing weight of trying to be right with God through rule-keeping. In the next verses (29-30) Jesus offers his own “easy yoke”, life under his gentle leadership instead.
When you are worn out, by circumstances or by trying to be good enough, Matthew 11:28 is a direct invitation: come to Jesus as you are. The rest he gives isn't a break from responsibility but a settled peace that comes from belonging to him.
