“Haven't I commanded you?”
Courage here is a command from God, not just encouragement. God has the authority to call Joshua to it.
“Haven't I commanded you? Be strong and courageous. Don't be afraid. Don't be dismayed, for Yahweh your God is with you wherever you go.” , Joshua 1:9 (WEB)
Joshua 1:9 means that God commands Joshua to be strong and courageous and not to fear, because God himself will be with him everywhere he goes. The courage God calls for is grounded not in Joshua's own ability but in the promise of God's constant presence.

Joshua 1:9 speaks to anyone facing something bigger than themselves, a new role, a hard assignment, an uncertain future. The courage God asks for is not pretending you're not afraid, but moving forward trusting that God goes with you wherever you go.
